Since 1993 the state has had “revenue limits" or “revenue caps” in place for all Wisconsin public school districts. This state law limits the combined amount of state aid and local taxes districts can receive. From 1993 to 2009 the state increased revenue limits annually for inflation (CPI).
For the last seventeen years, however, the state has not adjusted for inflation. This has placed a greater burden on local taxpayers to fund increases to salaries, health insurance, transportation,
utilities, curriculum, supplies, facilities maintenance and other operating costs.
If revenues had kept pace with inflation since 2009, school districts like ours would receive approximately $3,500 more per student. For the School District of Hillsboro, this would be nearly $1.7 million in additional funds for the 2026-27 school year.
